EuroWeb3 is creating Europe’s first cross-border Web3 innovation programme by connecting ecosystems in Luxembourg, Portugal, and Hungary, testing joint pilot events, and building the Blueprint 2.0 model for future EU-wide startup support.

What We Will Do in This Consortium

EuroWeb3 brings together three national ecosystem actors to design, test, and validate a new collaborative model for European Web3 innovation.

Over 12 months, the consortium will run three pilot events, collect evidence, and create a replicable Joint Programme Blueprint 2.0 for future coordinated startup support across Europe.

After the three pilots, EuroWeb3 will deliver a validated, scalable and borderless European model that any Member State can adopt to support Web3 innovation together — creating one interconnected EU ecosystem instead of 27 isolated ones.

Activities we will deliver:

  • 3 cross-border pilot events (Portugal → Hungary → Luxembourg)

  • Inclusive innovation mapping across southern and widening regions

  • Policy alignment workshops with ministries & EU stakeholders

  • Development of Blueprint 2.0 (governance, KPIs, funding logic)

  • Sustainability & replication plan for EU-wide adoption

Goal: create a proven model for future multi-actor, multi-country innovation programmes powered by Web3 transparency and collaboration.

2. Community-Driven Event Design

Local coworking spaces, national agencies, universities, corporate partners, local SMEs for logistics & catering.

Each pilot contributes data that feeds directly into the Blueprint 2.0, ensuring practical relevance and scalability.

3. Evidence-Based Testing & Validation

What We Will Build After the Pilot Events

EuroWeb3 will design and validate a new European model for running joint innovation programmes across borders.


After the three pilot events, we combine all learnings, data, and community input to build a replicable, Europe-wide ecosystem framework that enables:

1. Cross-border collaboration as the default

Startups, mentors, investors, and public agencies will be able to work together without national barriers through shared methods, shared KPIs, and a shared programme structure.

2. A connected European Web3 network

The pilots in Portugal, Hungary and Luxembourg become anchor nodes of a broader EU network linking:

  • southern innovation hubs

  • widening-region ecosystems

  • core/northern financial centres

This creates a continuous European corridor for Web3 innovation.

3. A permanent Joint Programme Blueprint 2.0

This blueprint becomes Europe’s reference model for running Web3 challenges, sprints, acceleration activities and policy–industry collaboration.

It defines:

  • governance

  • roles of partners

  • mentor and investor networks

  • funding logic & sustainability

  • inclusion and widening mechanisms

  • cross-border data and KPI alignment

4. A foundation for future EU-funded programmes

The validated Blueprint 2.0 is built to be scalable:

it can be implemented by other countries, upgraded into a multi-year programme, or connected with initiatives like:

  • EIC

  • Digital Europe

  • EBSI

  • national innovation agencies

5. A stronger, more competitive European Web3 landscape

By reducing fragmentation and enabling collaboration, EuroWeb3 helps Europe:

  • attract talent

  • scale startups faster

  • align with EU digital policy

  • strengthen technological sovereignty

  • support wider participation across all regions
